For business owners looking to grow, the most powerful advantage is removing the barriers that slow expansion. The CUSMA Compliance Advisory Services Initiative (CCASI) helps do exactly that by reducing the cost and complexity of meeting cross border requirements. With these hurdles lowered, British Columbia companies can pursue U.S. opportunities with far greater confidence.
Exporting to the United States is a natural next step for many B.C. businesses. The market is large, close and closely connected to Canadian supply chains. Yet even when the opportunity is obvious, the process can feel intimidating. Successfully accessing the U.S. market requires more than a competitive product. It requires a strong understanding of the Canada United States Mexico Agreement, commonly known as CUSMA. For many entrepreneurs already balancing operations, sales and staffing, mastering the technical side of trade compliance can be overwhelming.
The Compliance Challenge Faced by Growing Exporters

Rules of origin, Harmonized System codes, documentation requirements and certificates of origin form a technical foundation for cross border trade. These details influence whether a product qualifies under CUSMA and ultimately whether it can move across the border efficiently. Even experienced exporters admit that determining origin thresholds or interpreting how inputs affect eligibility can take considerable time and expertise.
To manage the complexity, many companies rely on customs brokers, trade consultants or international trade lawyers. These experts provide essential guidance, but the cost can be significant. For small and midsize businesses, every dollar counts, and compliance often becomes an unexpected financial strain.
This is a familiar challenge for Export Navigator, the province wide program that offers personalized export guidance. Advisors across B.C. regularly hear from companies that are ready for U.S. growth but are unsure how to manage CUSMA requirements. To address this need, Export Navigator introduced the CUSMA Compliance Advisory Services Initiative. The initiative is supported by the Government of Canada through PacifiCan and administered through Community Futures BC.
What CCASI Offers to Business Owners
CCASI provides practical financial support that offsets the cost of expert advice.
Key benefits include:
- Up to 5,000 dollars in non repayable funding
- Reimbursement of 50 percent of eligible CUSMA related compliance costs
- Coverage for services from Canadian or U.S. customs brokers, consultants, lawyers or compliance specialists
- Funding available until March 2026 or until the program budget is fully allocated
A company that invests $10,000 in professional guidance can receive $5,000 back once the work is completed. This support helps reduce financial pressure and encourages businesses to pursue U.S. opportunities with proper compliance in place.
Eligibility Designed for Active U.S. Exporters

To participate, companies must meet three criteria:
- They must be registered in British Columbia.
- They must have exported to the United States within the past twelve months.
- They must have incurred eligible costs on or after April 1, 2025.
For small and midsize firms, this support can make international expansion more attainable by reducing the financial burden of compliance work.
CCASI is especially beneficial for businesses that are already selling into the U.S. and need assistance with rules of origin, supplier declarations or other product specific CUSMA requirements.
How CCASI Fits Into a Broader Export Strategy

While CCASI addresses a specific challenge, Export Navigator provides much broader support. The program pairs businesses with dedicated advisors who offer one on one guidance tailored to the company’s size, goals and sector. Advisors help businesses assess their readiness for exporting, refine international strategies and identify programs that can accelerate growth.
For many companies, CCASI becomes one part of a larger export development plan. This plan may also involve market research, logistics preparation, competitive analysis and introductions to industry professionals. The combination of financial assistance and advisory support helps businesses move forward with clarity, especially during moments when growth is within reach but uncertainty remains.
Export Navigator frequently supports companies at key transition points. These are moments when the business is ready to expand but needs reassurance, knowledge and financial relief to proceed confidently. CCASI is designed to meet companies at that stage and help remove compliance barriers that could otherwise delay progress.
Take Action Soon While Funding Is Available
Businesses that are unsure about their eligibility or how to begin the application process can contact cusma@exportnavigator.ca for guidance. Current Export Navigator clients can also reach out to their Export Advisor for direct support with eligibility questions and next steps. Funding is limited and distributed on a first come first served basis, so businesses are encouraged to apply as early as possible.

As B.C. businesses continue exploring opportunities in North America’s interconnected markets, CUSMA remains a central part of their export strategy. CCASI, together with the hands-on expertise of Export Navigator, offers practical tools that help companies move forward with confidence. For businesses ready to grow, new markets are within reach, and the right support can make the journey significantly easier.
