I. JOB SUMMARY:
The Greater Victoria Film Commission is a not for profit organization that promotes Greater Victoria and its diverse film locations to the Global film industry. The GVFC provides producers / directors with complete script breakdown services, photo packages, location scouting, ongoing production resources information, photo library, location expertise and assistance with other support and technical services to encourage filming and benefit the Greater Victoria Region economically. Key functions of GVFC include production / location services, community liaison and providing industry information and statistical data to the public, media, industry, stakeholders and government.
II. THE ROLE OF THE FILM COMMISSIONER
Reporting to the Greater Victoria Film Commission Board, the Film Commissioner acts as an Executive Director to the society and is responsible for managing the day to day operations of the Greater Victoria Film Commission as well as insuring the commission’s financial sustainability through fundraising activities, membership development, grant writing, soliciting donations and other revenue streams. This position is also expected to be the “face” of the commission by engaging in public relations activities, working with business and government leaders and developing and maintaining a positive relationship with the local and provincial media. All activities are to be consistent with the objectives of the of the film commission as established by
the board of directors.
III. DUTIES AND RESPONSIBILITIES
Using the resources available, the Commissioner is responsible for:
1. Develop a Business Plan with a sound operating model, focused on servicing the film industry in Greater Victoria while promoting Victoria to the global film industry and creating financial sustainability.
2. Ensuring the financial sustainability of the GVFC through revenue generating activities which include but are not limited to:
• Soliciting funding from local Municipalities, partnering with the BC Film Commission and any other agency that may have a vested interest in supporting the activities of the GVFC (Grant writing and presentations to municipal councils).
• Developing and maintaining a solid “paid “membership base
• Developing and executing revenue generating “value added” events, seminars, training opportunities etc. exclusive to members of the commission and the local business communities
• Developing and executing of various “advertising” vehicles such as the current GVFC locations brochure
• Developing and presenting to the Board of Directors, a business case supporting long term sustainability of the GVFC
3. Preparing and presenting annual operating budgets to the Board of Directors, GVFC
4. Implementing, monitoring and delivering financial goals and day to day operating budget
of the GVFC, as set by the Board of Directors
5. Liaising with all Municipalities in the Capital Region to facilitate film production and create community awareness of the importance of the film industry in the capital region.
6. Reporting to the GVFC financial activities to the GVFC Board of Directors
7. Attracting the attention of potential producers and persuade them to produce film in this region.
8. Recruiting, training, supervising and providing direction to staff, contractors & volunteers.
IV. OTHER DUTIES INCLUDE:
Through the use of staff and contractors, manage the following functional activities of the GVFC:
1. Assess production requests in order to break down scripts to develop and produce preproduction photo packages to promote film production in the CRD.
2. Organize and provide on-site location scouting surveys with producers.
3. Obtain new, suitable locations for productions and inclusion in digital library
4. Identify location requirements (i.e. Interior/exterior, day or night etc)
5. Maintenance of the GVFC photo library
6. Maintenance of the GVFC web site
7. Ensure accurate and timely execution of all “contracted deliverables” related to the BC Film Commission contract
V. JOB KNOWLEDGE, EDUCATION AND/OR EXPERIENCE
• Ability to obtain certification as Film Commissioner by the AFCI
• Valid BC Drivers licence
• 5-7 years experience working in the film industry
• Superior verbal and written communications skills
• Thorough knowledge of Microsoft Office, Word, Excel, PowerPoint, Access
• Diploma or Degree from an accredited post secondary institution
• Extensive experience and ability to liaise with external contacts within the film industry
• Previous experience working independently and reporting to a Board would be an asset
VI. WORKING CONDITIONS
• Salary position in small office environment with some travel and on-location work
• Generally Monday to Friday business hours with weekend and evening work as required.
